Street Reconstruction Program

As of 2008, the entire Village street system has been rebuilt . Monies from the Urban Renewal Agency were allocated in the 80s, as well as NY State funds and local budget to execute this 30 year long range plan. All engineering, surveying and construction has been done by Village employees resulting in a significant savings that has allowed the Village to rebuild more than expected.
Street reconstructions were innovative, using new techniques, such as incorporation of Geotextiles in permanent street construction and cold mix applications in base course leading to a greater longevity of the pavement (some of the Village streets are over 30 years old and are still in good condition).
The Street Department has been the subject of articles in Public Works magazines such as Public Works, Constructioneer, and Superintendent Profile.
Leaf Pick-up
2008 Leaf Pick-up Schedule is as follows: Week of November 3, 2008 the leaf pick-up will start on the West side of the Village, then the center and then the East side of the Village.’‘’
‘’ The leaf pick-up takes place once a year and starts at the beginning of November. Two teams collect the loose leaves that residents must rake to the curb. Only leaves are picked-up: no branches, debris, yard rakings or foreign objects are accepted. The leaves cannot be in bags.
The Village works in partnership with the State Department of Correctional Facilities which uses the leaves for its composting operations. The Village provides the leaves and the facility provides the space to dump them, saving the Village and its taxpayers a substantial amount of money.
The vacuum machine is used in the areas of heavy traffic to eliminate the risk of accident. The trucks and payloader are used on the side streets and the hill where the traffic is lighter.
Branch Pick-up: 2010: April 15 to April 30.
Once a year, in April, branches are collected throughout the Village. The Street Department utilizes a wood chipper for that purpose.
Regulations applying to this program:
- Stack branches neatly with butt ends facing the same direction
- Stack branches parallel with curb or street
- No leaves
- No grass clippings or yard debris
- No vines or bushes with roots
- No piles of entangled lilac bushes or other materials
- No tree removal
- Piles not conforming to these guidelines will be left at curbside.
Snow Removal
The Village has been divided into four sections to achieve optimum efficiency during the snow removal operations. The East side is treated by one plowing unit with one operator, same for the center section and the West side. The business area, public parking lots, Police and Fire Departments are treated with a payloader and its operator. Public sidewalks, parks, and Village Hall are cleaned-up with a small tractor snow blower.
All results are recorded and meetings after snowstorms are held at the Street Department to discuss the results and to find ways to improve an already efficient snow removal program. Suggestions by employees are welcomed and analyzed by all.
Under regular snowfalls, two sanding units, also used for plowing, are dispatched with salt and cinders to do sensible salting (not 100% of pavement, but only the critical part in order to help the environment and vegetation adjacent to the streets without sacrificing the safety of the traveling public.)
The school routes are treated first with the main arterials in order to help emergency vehicles, school buses,and Police and Fire equipment to reach their destinations.
During the winter months, 2 Street Department operators are on call 24 hours a day and in contact with the dispatching office, ready to answer at any time.
It takes about 3 to 4 hours to remove the snow in the entire Village after a fall bringing 3 inches of precipitation.
In general, if a major storm is forecasted (between 10 inches and above), the crews will stay on the job until everything has been cleaned up.
Street Clean-up
Street clean-up and sweeping is a very important part of the Street Department functions and is also part of the minimum control measure 6 of the Storm Water Phase 2 Program: good housekeeping to minimize the pollution of bodies of water. On average and on a yearly basis, around 200 miles of Village streets are swept with a vacuum street sweeper resulting in the removal of 60 to 80 tons of silt, debris, sand and brine. Besides the scheduled sweeping program, the machine can be seen in the streets after a rain storm or a wind storm.
General Maintenance
In order to maintain and preserve the existing 21.35 miles of streets, a yearly crack-filling application is done under state contract to plug the developing surface cracks due to stress or slow deformation of the substratum. After analysis, the areas to be treated are indicated on a map and given to the contractor for treatment.
